[va-richmond-general] RFI Dry Tortugas

I will be going to South Florida on business in early December and plan to
add some vacation time in the Keys. Is it worth going to the Dry Tortugas at
that time of year? I know that the best time to go is in the spring, but
have to take the opportunities as they come. The catamaran out there is not
cheap ($95), so I don't want to waste my money!
