Perhaps an Ailanthus Weborm Moth (Atteva punctella). Check the photo at this
website, if its not your bug, you can search the images.

<BUTTERFLIES: Silver-spotted Skipper, Pearl Crescent, Spring Azure, and
three Swallowtail <species (Tiger, Zebra, and probably Black). Also had a
very pretty little moth. It was a bright <orange all over, very small, and
has some black spots along the edges of the wings. Saw it along <the meadow
near the fence as you walk along the Dutch Gap area. Saw a similar one, but
<yellow instead of orange, at Bryan Park today. Anyone know any little moth
species?
