I just returned from New Zealand, and this is a problem there, too. I was at
a remote wildlife reserve, and there were signs everywhere that no dogs were
allowed. Despite this, there was a couple that brought a large dog, and let
him off the leash on the beach with the penguins. There was a huge sea lion on
the beach who would have has this dog for lunch if it had gotten close
enough!
