Other time-series photos do show an osprey on that nest and if I am correct 
about its location has been re-occupied by an osprey for several days or 
more.  I believe that is the nest near the floodwall - pipeline rapids.  Rex 
Springston did a video piece on this nest still available on the 
Times-dispatch website - a small osprey/falcon encounter.

Rex, his wife Kathy, and I watched the male bringing stick to that nest for 
a few hours on Wednesday morning - not that nest needs any more sticks - it 
must be 4ft high.
