The bill was voted unanimously by the committee to be tabled for another
time. This indicates that even the Bill's author voted to "not vote" for or
against it but rather to freeze it. With this event, the bill cannot be
discussed for one year. It also suggests that the bill has the potential to
disappear into thin air. In many ways the bill may have better served to be
voted down by committee because then it would have made it to the floor for
ratification and discussed. There may be many positive reasons for the
action as well.
