[va-bird] Shearwater? in Arlington 9/3

An Ernesto bird came through yesterday morning and I tried to photograph it
rather than ID it. As so often happens, I got just enough to be frustrated. The
one shot is posted here:

You have to zoom in to get much out of it. My imaging software renders it
slightly better than my browser.
My only impression bare eyed was 'not a Gull, long thin wings'. Wing length
estimated at 16-18", wingbeats were fairly slow and deep. The bird flew fairly
straight as far as I could tell.
Is there enough in the shot for an expert to ID it?
