[va-bird] No lightsat Tysons last night

Five birders, plus myself, showed up to look at the nighthawks at Tysons
last night.
No show! For the first time that I have been there, the lights did not come
on at 8:30.
No lights, no nighthawks. We all left about 8:40.
I hope this is not a change in the building policy about the lights.
