[va-bird] Need Help with ID - Mystery Raptor - Dry Tortugas

Virginia Birders,
   
  Michelle and I got back from a birding trip to the Florida Keys last week 
where we got to enjoy some new birds and see a different part of the United 
States.
   
  While birding the Dry Tortugas, Michelle spotted a high-flying raptor which 
we were unable to ID.  I have posted some poor quality video captures at

  for anyone who wants to take a look and let me know the species.  I've seen 
hawk watchers ID birds with a lot less than this so I'm hopeful for a positive 
ID.  My hawk watching experience is limited to a few days each September.
