[va-bird] Restoring Wetlands Article in Wash Post

In today's Washington Post (7/17/03) there is an article on p 8 of the
"Fairfax Extra" section on the wetlands restoration project at Hunting Creek
and
elsewhere along the Potomac River as compensation for the habitat destruction
being caused by construction of the new Woodrow Wilson Bridge. Hope it works.
