Henry is exactly right, which is why, if I have read correctly, the CBBT is
considered much higher on the threatened list than Dulles. And in any event,
you can't go wandering around non-public parts of Dulles either. Try telling
Dulles security that you would like to go out and look around the areas where
planes are in case there are interesting birds. See how far you get. See if
they would even consider a eprmit system.
Many military bases and other defense or otherwise sensitive installations --
public and private -- are also restricting access, including water treatment
plants. Whether or not we think it necessary, someone -- usually with more
information than we, thinks that it is, and although we can certainly quarrel,
I doubt in most cases that we should question their good faith.
As to scientists and researchers getting special treatment, that seems
reasonable to me. I don't think access is or should be based on taxes you pay
-- many birders who held permits were from out of state -- but need and
benefit. Obviously researchers have a special reason for being there, one that
generally inures to the public benefit (or at least some segment of the public.
I assume the exception applies to scientists and researchers who are working
on research that benefits from using the CBBT, not just people who happen to be
researchers or scientists.
