Though I appreciate the efforts of Ned and others, to me these restrictions 
are unacceptable.  I am not willing to subject to an FBI background check even 
though I've never had a legal problem in my entire life.  Neither can I afford 
to pay a police officer $50/hour to follow me around the islands.  
Regretfully, it looks like I've made my last birding trip across the CBBT.
Considering the relative threat posed by birders on the CBBT to the millions 
of illegal aliens flooding across our borders on a daily basis I believe this 
is little more than an ineffective attempt to pretend to be advancing homeland 
security.  It is about as useful as the ludicrous color-coded threat levels.
