[va-bird] black rail

Morning list,       
       I was just told that there is a Black Rail at Huntley Meadows. For 
some reason I am only getting occasional reports from VABIRD. That is a great 
bird anyplace. Who, may I ask, found it and what were the circumstances? In 
my opinion it is the bird of the year in Northern Virginia.
