[va-bird] Snowy Owl

As of 5:00 pm yesterday (Wednesday), the Snowy Owl was still at Dulles. At
about 4:30, I found him sitting on the ground by the Y runway sign to the SW of
the Post Office. Shortly thereafter he flew to the TALL light pole at the SW
corner of the Post Office. Flew down to the ground once briefly but was still
on the light pole when I left about 5:10.
