[va-bird] Osprey arrives in Arlington

My first Osprey was seen March 4, 2004. 17:45 in Arlington Co. at the south end
of the 14th Street bridge.
Specifically it was on the south side of the GW Parkway between I-395 and the
channel into the Columbia Island marina. He was sitting in a large dead tree,
eating a fish.
