[va-bird] Bald eagles

As I was driving up Blackburn Rd. past the Rippon Middle School in Woodbridge 
today I observed three adult bald eagles flying close together over the 
school no more than 30 yards off the ground.  I thought it was unusual since 
these 
birds should be paired up and incubating before now.  Is this some sort of 
delayed courtship behavior?  Any ideas.
