[va-bird] Retry: Ring-necked Duck/Hooded Merganser pair?

This morning at Ben Brenman Park, Cameron Station, Alexandria I saw a  
male Ring-necked Duck and a female Hooded Merganser that were acting like 
a pair. There were three separate sections of open water on the lake, and 
when one of these birds moved to another section, the other would follow 
almost immediately. Additionally, when they were swimming, they kept  
fairly close to each other.  

Is this a known inter-species pairing or is it just coincidence? While I  
essentially understand the human part of the "birds and the bees" I don't 
know the birds, bees part of it.
