Only in theory, Bill. The refuge was NOT open at 8:15 AM last Thursday.
I know it opened eventually because others posted reports from that
location that day, but I was pretty unhappy to find the gates locked at
8:15 AM. It's too bad they don't post a phone number, along with the
hours of operation, at the gate so disgruntled birders could call and
complain.
