On what do you base that belief. I suspect that if true, it is in part because
birders and hikers try to avoid hunting areas. I used to hunt a lot, deer and
small game, and know first hand that many so-called hunters shoot at what moves
regardless of what actually moved or whether it is in season. Even wearing
fluorescent orange, you would be putting yourself at risk walking around
birding where people are hunting, particularly hunting deer with a rifle and to
a lesser extent with a shotgun. My guess is that deer hunters especially would
been none to pleased to have birders hiking around the patch of woods or fields
where they were sitting in wait for their quarry. Such activity is a tactic
that anti-hunters have used to spook game in order to prevent deer hunts.
Although I grant you that they also make a lot of noise. As a hunter in
Pennsylvania, where Sundays were (and maybe still are) a day of rest for hunter
and game alike, I did not mind not being able to hunt on Sundays.
If this passes, you won't find me birding on Sunday or any other day where
people are allowed to hunt.

I have signed a petition in favor of hunting on Sundays. I don't think any
birders have ever been accidentally shot Monday through Saturday.
