I have a connection with teh AGFC and here is his response back to me in way of
expaination:
"Harvest" for screech owls and peregrines refers to falconer take from nests
for falconry purposes (we do have a few folks that fly owls out here). The
herp stuff could be better explained by downloading a copy of our herp regs
from the website. Some species of herps you can collect alive, some alive or
dead (i.e. Mojave and western diamondbacks), and some are totally protected.
I'd say we have the most complex and comprehensive set of herp regs in
existence.
