[TN-Bird] Could this be?

I am on the mailing list of the Arizona Game and Fish Commission as a result of
contributing a bird record to their Breeding Bird Atlas a few years ago. They
do things differently out there, but I don't know what to think about this last
Commission Orders.
Commission Order 25 (Raptors)------Open areas for western screech owl harvest
by excluding only portions of Pima,Pinal,GrahamSanta Cruz, and Cochise
Counties. 2) Increase the minimum age requirement for harvest of eyas peregrine
falcon from 10 days to 18 days. Etc.
Commission Order 41( Amphibians)------Reduce bag and possion limits to two (2)
for barking frogs.
Commission Order 43 (Reptiles)-------Reduce bag and possession limit to four
(4) per year or in possession for western diamond-backed and Mojave
rattlesnakes.
Harvesting screech owls????? Maybe I should write to AGFD for answers. Does
Tennessee allow such as this?
