Allie,
This is only a partial solution at best. But assuming your neighbors with
the cats don't cooperate (or not enough) and assuming you don't want to
assume the responsibility and potential havoc of owning a dog (hey, I love
dogs but they aren't perfect and sometimes we give in and let them stay
inside a lot.), please consider a Platform Feeder.
Some of your "ground feeders" will be willing to feed on a platform--some
won't. It needs to have slippery metal pole and be situated where cats and
squirrels (esp. squirrels) can't leap on to it. It would be helpful if it
had "lips" on the side to keep most of the seed, etc. from being knocked on
the ground. Also, do they make birdbaths that are difficult for cats to get
to? I'm not familiar with this but it seems worth looking into.
None of these will solve your problem, but might help somewhat.
