[TN-Bird] How to keep cats away

I was looking forward to feeding the birds this winter but it seems
like we have three too many cats next door. Although the bird feeders
are well in the air, the cats lie in wait in nearby shrubbery for a
ground feeder. They also help themselves to water from the birdbath.
Today we found a dead bird next to the birdbath. How can one get rid of
the cats without making an enemy of the neighbor?
