[TN-Bird] Red-necked Phalarope = Red Phalarope

Jeff Wilson just called me and asked to post that the previously
reported Red-necked Phalarope at Britton Ford (details below) is in fact
a RED PHALAROPE.  He also reported that at least 6 Franklin's Gulls are
in the area.
