I responded at the given website, adding the following personal note. It
could have been said better, but I had to say something! I highly recommend
that you send a respectful, heartfelt message to the decision-makers. It
will be beneficial to the process, and to your own peace of mind.------Don
Holt

It is not enough just to stop this proposed rule for Double-crested Cormorant
Management published at 68 FR 12653 that would allow the unnecessary killing
of cormorants. The process of governmental decision-making that allows
serious consideration of such discredited ideas that contradict well
understood principles of resource management sorely needs to be re-examined.
The goals of those seeking a short-sighted profit are at odds with the
long-term profits of posterity, and need to be regulated for the good of all.
This is the meaning of conservation, and supposedly the reason for the
existence of the U.S Fish and Wildlife Service. I strongly support the
highest purposes of the U.S. Fish and Wildlife Service in service of the
Public Trust, and am grateful for the many capable and well-intentioned
people who have been the national stewards of our priceless natural
resources. Therefore, if the proposed rule for Double-crested Cormorant
Management published at 68 FR 12653, or other such abdications of the Public
Trust are allowed to continue, I will support financially and politically to
the best of my ability any and all legally undertaken actions to hold
accountable the individuals and institutions responsible, and to address and
correct the structural and procedural flaws that undermine said Public Trust.
As an established member of a conservation-minded community of responsible
citizens, I am representative of many others that share my viewpoint and
commitment. We urge you collectively to remember your highest purposes, and
trust that you will pursue them with intelligence and dedication.

Respectfully,
Donald Holt
