[tn-bird] clearcutting for goldwings?

The US Forest Service is proposing to "improve" the Wolf Creek watershed in
Cocke County by clearcutting up to 256 acres. Among the stated goals of
recreating "historic fields" are development of an interpretive program on
ecosystems and land use, and creating and improving habitat for the
golden-winged warbler and other unspecified wildlife species. According to the
USFS, GWW habitat peaked as mountain fields were abandoned. But the fields
returned to forest, and now the GWW is "one of the most rare warblers nesting
in Tennessee".
This sounds to me like a disingenuous rationale for more timber harvesting on
public land. I'd like to know more about the history and present status of the
GWW in TN, and throughout its range. What is the likelihood that it would
reappear in those "historic fields"? Considering the rate at which our native
forests are declining, wouldn't it be best to spare those trees for wildlife
species diversity and viability?
