[TN-Bird] Rough-legged Hawk over Nashville

On my way to the Lawn & Garden show I observed a distinctly patterned buteo
over Nashville fairgrounds. It was negotating the strong winds, surfing,
climbing and circling and I watched it for several minutes with binoculars
until
it cruised out of sight to the north. The pattern was of dark-morph juvenile
Rough-legged Hawk as illustrated in Sibley.
Field marks observed were: dark underwing linings with darker wrist patch;
dark body with top of head a slightly lighter, tawny color and head appeared
"smallish" as compared to Red-tail Hawk; tail was medium dark with thin white
band at tip. With the small tawny head I don't think it was a Harlan's Hawk.
All the raptors, even the Turkey Vultures have been doing some fancy flying
in the strong winds recently.
