[TN-Bird] shrike deserves state listing as in need of management

Although the Tennessee population of Loggerhead Shrike
has been declining for many years, especially as
measured by results of CBCs, but also by results of
BBSs, this species has not yet been listed as a
species in need of management by the TWRA.
I'm wondering if others perceive the status of the
shrike in Tennessee the way I do, and, if so, who
needs to be contacted to start the listing process.
