The bridge across the Cumberland River would require permits from the US
Army Corps of Engineers and possibly from the Coast Guard.  This involvement
by the federal government would subject it to the requirements of the
National Environmental Policy Act, meaning that there would have to be a
public review of its potential impacts, such as an environmental assessment
or environmental impact statement.  There would be additional federal
involvement if federal money is used to build the bridge or upgrade roads to
the site.  In this case, the TN Department of Transportation would work with
Federal Highways Administration on an assessment of its impacts, and this
assessment, as would an EA or EIS prepared by the Corps or Coast Guard,
would have opportunities for public involvement.  The bridge could, and any
alterations to streams on the shopping center site would, also require
authorization by the TN Division of Environment and Conservation through its
Aquatic Resource Alteration Permit program.  This permitting process offers
another opportunity for public involvement.

None of these impact assessment and permit evaluation processes will start
until the developers submit permit applications to the respective agencies.
So, to get involved, watch the public notice announcements on the Corps
Nashville District web site and TDEC ARAP public notice announcements
(http://www.tennessee.gov/environment/wpc/ppo/arap/) closely.  And don't be
bashful about directly contacting these agencies to ask about permit
applications for the development.

Also urge them to consider the impacts of the development of the shopping
center in any evaluation of the bridge, because the bridge is apparently, at
least in part, being built to serve the shopping center.

Good luck and be vigilant.  And remember that the fact that if the
environmental reviews show that the bridge and shopping center would harm
important natural resources, that does not mean that the various agencies
won't authorize it anyway.  But at least they will be making a more informed
decision and will have heard the public.

Dee is absolutely right, this is not good news for Nashville area birds or  
birders. This huge development could mean the end of choice, favorable
habitat 
for the endangered whooping cranes, and many other birds, in middle  
Tennessee. It would spoil one of the last remaining natural open areas along
the  
Cumberland River around Nashville. If you are a Davidson County resident and
care 
about this subject I urge you to contact your Metro council representative  
and Mayor Karl Dean to express your concern.
