[TN-Bird] Update for Knox CBC

FYI, after further review, I will add one species to the tally for
the Knoxville CBC.
Some homeowners in Solway have been hosting an immature male Ruby-throated
Hummingbird since November or so. Chris Sloan was able to come out and
view the bird but not band it on his 6 Rufous day in East TN back in
mid-December. I have information that the bird was seen on count day.
The only question has been whether or not the bird was in the circle.
I was with Chris when Kelly Roy took us to see the bird, and based on
backtracking directions, I was under the impression that the bird was
about 1/2 mile out of the circle and so wasn't planning to include it
on the tally.
This weekend, I decided to triple check just to be absolutely sure.
I checked with Kelly Roy to get an exact address and drove out that way
myself to recheck the location. Turns out it wasn't exactly where I
thought it was. Based on the new information, the bird is right on the
blurry edge of the circle. Depending on which map I use, the home is
either right on the line or no more than 100 yards outside the circle.
Close enough within reason I think. Short of breaking out the GPS gear,
I don't think I'm going to get a more precise assesment. If the Regional
Editor decides to omit the bird, so be it; I'll not complain or second
guess. I certainly don't want to open the floodgates on circle-stretching
but plus/minus 100 yards of uncertainty in 15 miles is ok with me.
This has lead to some interesting debates with myself on things like
how close is close enough? what is the motivation for counting this
bird vs. not counting it? what is the spirit of the law of the CBC?
I don't have concrete answers for any of these and will probably end
up losing sleep and debating with myself again in the future over
the same thing.
So anyway... some new totals:
Species: 86 + 5CW
Individuals: 18,645
Observers: 51 (see list below)
Parties: 26 (includes 8 feederwatching parties)
