[TN-Bird] Cuts in FWS Migratory Bird Management

The U.S. Fish and Wildlife Service's Division of Migratory Bird =
Management
is facing an unexpectedly severe budget shortfall in FY 2004, =
necessitating
that the Division take a hard look at its programs and projects. If the
Division continues with base operations and fills the existing staff
vacancies, it will be overspent by $4 million. The situation is not =
helped
by the fact that the Division's budget has been essentially static for =
the
past decade.

In an effort to alleviate the deficit, the Division of Migratory Bird
Management decided not to fund the Midwinter Waterfowl Survey in 2004.
Though the midwinter survey provides important contributions to the =
baseline
data on which waterfowl management decisions are made, it does not have
direct input into the annual regulations process. The Division =
recognizes
that this will be an unpopular decision with its partners, but says cuts =
had
to be made. Further cuts are anticipated.
