The "fee" is actually a tax, which only the legislature has authority to 
raise. If you remember, during the last legislative session taxes where a 
huge issue. There was a lot of very vocal opposition to an income tax, so 
the legislature made large increases in every tax they could think of and 
added some new ones. The sales tax increase was the only one widely 
publicized, but all taxes increased.Expect to see increases in every way in 
which the state gets funds, from auto tags to professional licenses, and 
everything in between.
