When all else fails, some times it pays to check the internet.  I found this 
while searching for information on my driver's license renewal. (The time has 
come that I need to face up to the fact my photo is pretty outdated.)
Try     www.state.tn.us/safety  The specialty license information is under 
Motor Vehicle Services.  The hyperlink is on the left.
    
 Of course that does not answer the question of who authorized the increased 
fee.

Eligible For:  Tennessee residents 
Annual Fee:  $56.50 - Personalized $91.50 
Personalized Plate Available:  Yes 
Number of Characters Available: 5 
Notes:  $31.00 of the $35.00 additional fee is deposited in the Watchable 
Wildlife Endowment Fund to be used exclusively for the preservation of 
non-game and endangered wildlife species.
