Farah,

We've designed fixtures and made Er and tanDelta measurements of thin 
polymide flex materials in our lab with extremely good results.  We will 
be presenting our techniques in a TecForum at DesignCon this year 
titled: "Advances in Design, Modeling, Simulation and Measurement 
Validation of High Performance Board-to-Board 5-to10 Gbps Interconnects."
