[SI-LIST] Series resistor b/w grounds

Hi All,
I came across a design where the system field ground connected with mounting
hole with 3 to 4 series of resistor of 100K which intern connected to chassis
ground. If i look into this circuit these series resistor contributes a high
value of resistance between the system GND and chassis ground, we often short
the system GND and chassis GND using Inductor.
Can anyone explain what strategy behind this?
