[SI-LIST] magnetic permeability in dielectric loss

Greetings,
I am trying to better understand the relationship and impact of complex
components of dielectric loss (material) calculations as it relates to pcb
and/or pkg substrates.
To keep it as simple as possible, it seems that most diamagnetic materials
usually have a dielectric permeability constant of 1 or less. Is it safe to
assume a dielectic permeability constant of 1 (default) or should this value be
accounted for (if data is available) to accurately compensate and predict its
impact on dielectric losses? Also, has anyone done any investigations in
deferring the use of this parameter and just using loss tangent and relative
dielectric permittivity information for computing R, G and so on.?
