It's a rectified wave, so it won't read zero.
An ordinary analog d'Arsonval(?) meter should show the average value.
And if I remember right, the average value of a full wave rectified
sinewave is indeed 0.636 times peak.
d'Arsonval meters don't compute RMS, but a multimeter in an AC position
is calibrated to indicate the RMS voltage when connected to a true
sinewave with no offset.
