This is just a guess (since I don't use SPICE to IBIS) ...

It appears that you may be using an older version of s2ibis, not the
newer s2ibis2.  Maybe that's part of the problem.

There is a (newer) version for Windows NT at the same site.  Follow the
link for Win95 and one of the choices there is for WinNT/Win2K.
