Found another web site that had dielectric contant info
for DS3241 soldermask. It is claimed that it is 4.2 @ 1MHz
(similar to FR4) This info came from:

No info on loss tangent, however insulation resistance is
10E10 ohm and dielectric strength is 50kv/mm (not that those
will do you much good in determining the loss tangent:)
