The 47CFR68 complient device shall withstand a traverse (pin-to-pin) 9/720 µs 
surge of 1 kV

and a longitudinal (pin-to-ground) 10/160 µs surge of 1.5 kV.

In IEC 60603-7-x there are requirements for the RJ-45:

1 kV DC/AC pin-to-pin

1.5 kV DC/AC pin-to-shield
