FreeLists / si-list / [SI-LIST] Which noise source is critial?

Dear All:
In PI and EMI, there are a lot of noise source. For instance, the power pin 
which absorb current, the clock signal which change reference plane. Between 
these two kind of noise source, which one is more critical?
