Hi Stradlin,
You are right in that the Td < Tr/10 is the rule that Dima probably meant
to say but I think you are still confused by the reason why. I think Bart
got it right. To put it simply, the longer the trace, the longer the delay,
and the farther out in time the ringing in the signal will occur and the
less setup and hold time you will have. Also the more the impedance
mismatch, the higher the amplitude of the noise and the more reflections
before it dampens out. That is why the rule is subjective. If you have a
driver, trace, and receiver that is pretty close in impedance you can
loosen up on the rule to 1/6Tr or even 1/2Tr. If your driver impedance is
low and the trace impedance is high you may use 1/15 Tr. It is just a
matter of how bad the noise is by the time you look at the signal.

May be what you mean is : Even Tr/10 >> Td and so, eventually when the
whole of Tr happens, it is equivalent to traversing the interconnect length
10 times. This is the most conservative approach. May be the equation
mis-guided me.
If there is anything that I am not understanding properly, kindly do
correct it.
