You could go to the PCI Specification (if you or your company has a
copy), or one of the books about PCI. Better than relying on rumors or
something said over the internet.
But you are correct.
Vih(min) = +2.0V for 5V signaling
Vih(min) = 0.5*Vcc for 3.3V signaling
Voh(min) = +2.4V @ Iout = -2mA for 5V signaling
Voh(min) = 0.9*Vcc @ Iout = -500uA for 3.3V signaling
