[SI-LIST] SSN can affect input behaviour?

Hi all,
Could the SSN in a component cause a receiver - in the same component -
to fail?
A signal always static high sometimes is read as low. SSN could be
important in this component, but I do not figure the model of what is
happening: could it be due to the reference GND of that receiver that
grows during a H->L simultaneous transition?
Best regards,
Giovanni
