Xilinx has a CPLD apps note and associated HDL code that implements a
basic UART. Just look at their CPLD related apps note, it's easy to find.
From what I remember it did not use anything exotic so you should be able
to employ that on Virtex 4 without any changes.
Another option would be to use their Picoblaze microcontroller softcore
(free of charge), there is a UART reference design available for that,
too. Given the flexibility the microcontroller core gives you I'd actually
recommend that route. The Picoblaze is very compact so it will only use a
negligible portion of your Virtex 4. Programming is done in assembly
language but it's fairly straightforward.
Note, I don't have any affiliation with or business interest in Xilinx,
just happen to play with some of their devices.

I'm looking for a VHDL or Verilog mini uart core for an RS232
application with the Virtex 4 of Xilinx. Somebody know where can I found a
free and functional core ?
