Kevin - The particular paper that you mentioned was an invited paper
for the EPEP and only had a very short abstract, with no diagrams.  I
wrote it in a word processor that was "end of life'd" long ago and a
soft copy is not possible.  Unfortunately, this paper has been
referenced several times.

All of the important parts of this paper have been published in IEEE
Journals or other conference proceedings.  Soft copies of original
manuscripts are available on the web site:

Start with the paper cpmt_1999.pdf which gives you and overview on how
to design a power distribution system system (PDS) that will meet a
calculated target impedance.  This will help you choose the best
decoupling capacitors for your PDS.

Power planes are modeled and material properties are discussed in
cpmt_2001.pdf .  Spreading inductance is defined.  This paper shows the
role that power planes play in bringing energy stored in decoupling
capacitors to the chips that consume it.

The properties of a high power consuming chip are discussed in
asme_2001.pdf .  The on-chip capacitance resonantes with the packaging
inductance to form a "chip/package resonance" which is a very important
part of the PDS.

Finally, a more sophisticated model for decoupling capacitors is
described in ectc_2002_caps.pdf which captures the actual behavior of
low ESR capacitors with low ESL mounts on low impedance power planes.

A lot of these things were discussed in the 1997 presentation, but the
abstract carries very little information.  Your best bet is to dig
through the papers on this web site.
