Yee,

I asked similar question to a manufacture(I don't recall which) in 
DesignCon and he said that they custom make an XFP at a customer's 
request where a tiny area of insulation is deposited at the place where the
cut/routing occurs(on the top layer). You might want to check the xfp module
out  .
