Joel,

Assuming you don't want to buy HSpice, your options are limited to:
1) Personally developing an IBIS model
2) Contract the development of an IBIS model
2) Having the interface analyzed by an external consultant with HSPICE

Using IBIS at 3GHz will really depend on the IO design. AMS will make
IBIS much better for multi-GHz in the future, but of course you need
an answer now.
