You should ask Nelco and Isola this question.
 
If you are meaning Nelco 4000-13SI, then the reason for the higher cost 
is NE-glass vs E-glass.  NE-glass is more expensive.  The Nelco -SI 
products use NE-glass, which has a lower Er than E-glass.  IS620 uses 
E-glass.  As a result, 4000-13SI has a lower overall Er than IS620. (4.3 
vs 4.7) and can be used to fabricated thinner stripline layers.
