[SI-LIST] Skin Effect Calculation

It sounds like an old and well estabilished subject on skin depth
calculation.  But here is what happening....

Consider a copper wire with 10 mils in diameter.  If the wire is surrounded
by a layer of, say 1 mil thick, of cover material which has a conductivity
between conductor and non-conductor, therefore at certain frequency the
current is partly in the cover material and partly in the Cu (Two extremes
cases are the cover is of plastics and Cu).  Any thoughts on an analytical
solution in skin depth calculation ?
