Kevin,
How you model this PTH is dependent upon your application, the edgerate,
and the frequency of operation. Capacitance may or may not be enough.
But, if you want to know what the capacitance of the PTH is, then the
best bet is to use a 3D field solver such as Ansoft 3D or MIT Fastcap.
(Fastcap is a bit crude to use, but it is free. You'll find it at
http://www.fastfieldsolvers.com/) If you're dealing with signals faster
than 1 Gbps, then modeling capacitance alone is probably not enough.
For more accurate modeling, I would suggest fullwave field solver such
as CST Microwave, Ansoft HFSS, or one of the many other good microwave
tools that is available. These will produce Touchstone S-parameter
files that can then be processed in a myriad of ways in simulators and
translation software in either the frequency or time domain.
